The case in Colombia is not as clear. According to the Attorney General,
Notaries can marry same-sex couples, let that read a full marriage contract
the same as for opposite-sex couples. According to him (i.e. the Attorney
General) the Court left the door open to interpretation and Congress’s
failure to clarify it allows individual notaries to examine said ruling to
their own conscience. However If they do not want to “marry” couples, they
will still have to perform a civil union regardless
